Evansville City Council Approves Housing, Development, and Trails Initiatives

The Evansville City Council approved several major housing and development measures Monday evening, including support for affordable senior housing, a new mixed-use apartment project on Vogel Road, and funding for housing rehabilitation efforts. Council members also adopted the Evansville Regional Trails Master Plan and backed the formation of a Southwestern Indiana Solar Co-op. Meanwhile, discussion surrounding rising apartment costs sparked broader concerns about affordability and who current development projects are designed to serve.

The Evansville City Council met Monday evening at 5:30 p.m. with all council members present. Much of the meeting focused on housing projects, economic development, infrastructure planning, and public investment. Residents also raised concerns about parks, sidewalks, and Flock safety cameras during public comments.

Here’s a breakdown of the major actions taken during the meeting:


Council Approves $5.3 Million Bond Refinancing

Council unanimously approved Ordinance G-2026-10, which authorizes the refinancing of existing economic development tax increment revenue bonds.

City officials said the move is expected to create debt service savings through the refinancing of approximately $5.3 million in bonds.


Affordable Senior Housing Project Receives PILOT Agreement

Council also unanimously approved Ordinance G-2026-11, establishing a payment in lieu of taxes (PILOT) agreement for the Grandview Apartments Preservation Project.

The project includes the acquisition, rehabilitation, and continued operation of 170 affordable housing units for seniors and individuals with disabilities.

According to the ordinance, residents must have incomes averaging 60% or less of the area median income to qualify.


Mixed-Use Development Planned for Vogel Road

Council approved Ordinance F-2026-04, authorizing lending proceeds to Goodin Bowen for a mixed-use housing and commercial development in the Republic Economic Development Area at 6933 Vogel Road.

Plans for the project include:

  • Two four-story apartment buildings
  • A gateway bridge connecting the buildings
  • At least 3,000 square feet of commercial space
  • 153 apartment units

During discussion, some concerns were raised about affordability and whether current development trends are becoming more focused on higher-income residents.

Projected rents discussed during the meeting were reportedly around:

  • $1,600 for one-bedroom apartments
  • $1,300 for studio apartments

$200,000 Approved for Housing Project

Council unanimously approved Ordinance F-2026-06, authorizing $200,000 in funding to Memorial Rental Housing for what officials described as a “shovel-ready” housing project.

Additional details about the project timeline were not discussed during the meeting.


Police SUV Purchase Tabled

Council tabled Resolution C-2026-16, which would authorize the city to enter into a lease-purchase agreement for 15 police pursuit SUVs totaling approximately $1.36 million.

The resolution could return for future consideration.


Council Supports Southwestern Indiana Solar Co-op

Council unanimously approved Resolution C-2026-17, supporting the creation of a Southwestern Indiana Solar Co-op in partnership with Solar United Neighbors, Inc.

The resolution also authorizes the use of the city seal for the initiative.

During discussion, members of the Evansville Climate Collaborative and local advocate Christopher Norrick highlighted an upcoming free educational series focused on solar energy and improving public access to solar panels.


Affordable Housing Grant Approved

Council also approved Resolution C-2026-18, authorizing the use of affordable housing funds to provide a $250,000 grant to Memorial Community Development Corporation.

The funding will support the rehabilitation of eight affordable housing rental units.


Evansville Regional Trails Master Plan Adopted

Council unanimously approved Resolution C-2026-19, formally adopting the Evansville Regional Trails Master Plan.

The plan is intended to guide future trail development and regional connectivity efforts across the Evansville area.
