Evansville City Council Brief

On Monday, September 23rd, the Evansville City Council held its bi-weekly meeting at the Civic Center. The meeting began with roll call – eight members of the council being present: Missy Mosby (Ward 2), Zac Heronemus (Ward 3), Tanisha Carothers (Ward 4), Angela Koehler Lindsey (Ward 5), Jim Brinkmeyer (Ward 6), Courtney Johnson (At-large), Paul Green (At-large), and Mary Allen (At-large), with Ben Trockman (Ward 1) being absent. The pledge of allegiance was led by Missy Mosby and was followed by approval of the meeting memorandum and acknowledgments of reports and communications. With the council president, Trockman, being absent, the council’s vice president, Green, led the meeting.

Consent Agenda

The consent agenda was adopted as written.

ORDINANCE G-2025-20:

Adjusting the salaries of every appointive officer, employee, deputy, assistant, departmental and institutional head of the city of Evansville for 2026.

ORDIANCE F-2025-11:

Adjusting the salaries of elected officials for the city of Evansville for 2026.

ORDINANCE F-2025-12:

Setting aside money to pay for the operating costs of the Evansville-Vanderburgh Levee Authority.

ORDINANCE F-2025-13:

Setting aside money to pay for operating costs for city government departments for 2026.

ORDINANCE F-2025-14:

An adoption of the 2026 budget for the port authority of Evansville.

Regular Agenda

ORDINANCE R-2025-24:

This ordinance was adopted with all members voting yes.

The rezoning of 3220 Igleheart Ave. from C2 w/ UDC to R2 with plans to turn the current antique shop into a yoga therapy office.

Resolution Docket

All items on the resolution docket were adopted.

RESOLUTION C-2025-24:

A resolution honoring the life and achievements of Rev. George Philip “Phil” Hoy who leaves behind a legacy of service as both a pastor and a public leader.  He dedicated his life to ministry, serving his congregation while also serving as executive director of the Tri-State Food Bank, a Vanderburgh County Councilman, and a member of the Indiana House of Representatives.  Hoy also helped lead civil rights and fair housing efforts locally and championed LGBTQ+ rights long before it was common.

RESOLUTION C-2025-25:

A resolution designating the city of Evansville as a Bee City USA affiliate. Keep Evansville Beautiful’s Executive Director, Nick Laccarino, spoke on the resolution, saying that it will help to make sure we are “honoring our local ecosystem.” Dr. Edith Hardcastle, Chair of Biology at University of Southern Indiana, also spoke, calling the resolution “not a mandate, just a celebration.”

Miscellaneous Business

Blue Ribbon Committee-The Veridus Group updated council members on its work with Mayor Stephanie Terry, noting a current focus on affordable and attainable housing and greater efficiency in that area. The Blue-Ribbon Committee was originally launched during Terry’s first 100 days as mayor, with the goal of reviewing zoning, coding, and licensing practices for small business development. This update suggests its efforts may now be centering more on housing.

Parks in Jacobsville-An audience member spoke about different parks in Jacobsville and a request for council to make space in the 2026 budget for the needed upgrades.

The next meeting will be on Monday, October 6, at 5:30 p.m.
